The Energy Resource Center offers free energy efficiency evaluations and upgrades to income-qualified residents of El Paso, Denver, Jefferson, Teller, Fremont, Elbert, Douglas, Alamosa, Conejos, Costilla, Mineral, Saguache and Rio Grande counties. We operate the program in conjunction with Colorado Springs Utilities, Excel Energy, Colorado Energy Office (CEO) and other area utility companies

Who Qualifies?

If you qualify for the Low-income Energy Assistance Program – LEAP – or Supplemental Security Income, you automatically qualify for free assistance from The Energy Resource Center.

Automatic qualification:

ERC can weatherize your home for FREE if you receive LEAP, SNAP, TANF, AND, OAP or SSI.

Qualifying by income

If you do not receive aid from any of the above programs, you could still qualify for free assistance if your household income is 200 percent or less of the federal poverty level. Refer to the chart below to see if you qualify.

What you need to qualify by income?

If you meet the above gross income thresholds, this is what you will need to submit with your CEO Weatherization Application as proof:

  • Pay stubs for all employed people in the household for the last three months
  • Or proof of other income, such as a Social Security award letter, pension benefits, Department of Veteran’s Affairs benefits, alimony, workers’ compensation payments, investment income or disability benefits.
  • If you’re self employed, you will need copies of your business ledger for the last three months along with expense receipts and a notarized income affidavit.
  • Colorado I.D.

ERC helps homeowners in condominiums, town-homes, site-built and modular homes. We also help low-income renters, though landlords will usually be asked to contribute to the cost of improvements.

What We Do:

  • ERC will send an experienced energy assessmentor to your home to evaluate your energy efficiency and where energy is being lost. The assessment usually takes about two hours.
  • Once the assessmentor completes his onsite work, he feeds information into a computer program that helps us decide what improvements will make the biggest difference in your energy bills and comfort for the smallest investment.
  • Then we send certified technicians to your home to make upgrades, which usually include adding insulation to your walls and attic, changing light bulbs to CFL and LEDs, and repairing or replacing old appliances and leaky or inefficient faucets. The work takes one to three days depending on how much we need to do.
